harassment of students on the basis of gender identity and sexual orientation, or the perception of being LGBT.

They also include protections for children of LGBT parents.

"There is no question that all children deserve the equal opportunity to learn without threat of bullying and harassment in public schools," said Rea Carey, the executive director of the National Gay and Lesbian Task Force. "This legislation will go a long way toward curbing school bullying and providing teachers and staff with the tools to protect LGBT students and the kids of LGBT parents from being targeted.”

Obama proclaims Pride month

Washington, D.C.-President Barack Obama on May 28 proclaimed June as Lesbian, Gay, Bisexual and Transgender Pride Month, the second time during his tenure that he has issued such a proclamation.

"As Americans, it is our birthright that all people are created equal and deserve the same rights, privileges and opportunities," he wrote. "Since our earliest days of independence, our Nation has striven to fulfill that promise."

"An important chapter in our great, unfinished story is the movement for fairness and equality on behalf of the lesbian, gay, bisexual, and transgender (LGBT) community," he continued.

In the proclamation, he outlined what his administration had already done for LGBT equality, including hate crime legislation, a presidential memorandum on visitation rights and efforts in the Departments of Housing and Urban Development and Health and Human Services.

He also pointed to repealing "don't ask, don't tell" and the Defense of Marriage Act as two of the items still on his agenda.

"I call upon all Americans to observe this month by fighting prejudice and discrimination in their own lives and everywhere it exists," he concluded.

Some lubes may harm rectal lining

Pittsburgh-A UCLA study presented at the 2010 microbicides conference indicates that certain lubricants may increase the risk of HIV and other disease transmission during anal sex.

The study, which ran from 2006 to 2008, found a seven percent rate of sexually transmitted infections in people who were receptive partners in anal sex but reported not using lubricants, while those who said they did use lubricants had an 11 percent infection rate.

Another study, this one from the University of Pittsburgh and MageeWomens Research Institute, looked at the composition of different lubricants and the effect they had on rectal tissue.

Many of the lubricants had higher salt and sugar levels than in most cells, giving them a toxic and caustic effect, some even damaging the layer of cells protecting the inside of the rectum.

Six brands were tested. One, Pre, was included because it more closely resembles the chemical makeup of a cell. The other five, Astroglide, Elbow Grease, ID Glide, KY Jelly and Wet Platinum, were identified as the most commonly used lubricants for anal sex.

Wet Platinum was the safest of those five for cells, while Astroglide was the most toxic for tissues. KY Jelly was found to wipe out entire colonies of good bacteria.

The study of brands of lubricant did not determine whether there is an actual link between use of different types of lube, simply between lubricant and cell and tissue damage.

Malawi couple pardoned by president

Lilongwe, Malawi-A gay male couple, convicted of "buggery" and sentenced to 14 years' hard labor, has been pardoned by the president.

President Bingu wa Mutharika met with United Nations Secretary-General Ban Ki-Moon on May 29, and later announced that he was pardoning the couple, Steven Monjeza and Tiwonge Chimbalanga.

According to the Guardian newspaper in the United Kingdom, the president said, "These boys committed a crime against our culture, our religion and our laws. However, as the head of state, I hereby pardon them and therefore ask for their immediate release with no conditions."

"I have done this on humanitarian. grounds, but this does not mean that I support this," he continued. "We don't condone marriages of this nature. It's unheard of in Malawi and it's illegal."

Monjeza and Chimbalanga were arrested after having a symbolic wedding ceremony last December. They were convicted and sentenced in May.

Chimbalanga's cousin said that he wanted to leave the country when he is released. South Africa's constitution includes anti-discrimination protections for LGBT people, but it is not known where he would go, or if he and Monjeza would move together.

Moscow Pride eludes police and thugs Moscow Russian organizers finally managed to hold a gay civil rights rally without being arrested or beaten on May 29, playing a game of baitand-switch with authorities.

Mayor Yury Luzhkov has refused to allow gay pride marches or rallies in Moscow, despite the right to assembly being enshrined in the Russian constitution. Courts in Moscow have backed him up.

This year, however, organizers said they would hold their rally in front of the European Commission's offices in the center of the city, then instead held a brief event along Leningradsky Prospekt. Police arrive ten minutes after the event, which was led by organizer Nikolai Alexeyev and included British activist Peter Tatchell and German MP Volker Beck.

No arrests were made, and no antigay militants showed up. In previous years, police and skinheads have beaten ralliers, who were then arrested instead of their assailants.

A second pro-gay protest was held earlier in the day by activist Igor Yasin on Stary Arbat, another central MosCOW street. Police arrived more promptly at that event, but protesters escaped.

The day before the rallies, Vladimir Lukin, the human rights commissioner for the country, decried Luzhkin and Moscow officials for denying permission for events on "often absurd" pretexts, reported Agence France-Presse.
